Nebraska Education Department Addresses Federal Policy Changes And Allocates Mental Health Training Funds​

The Nebraska Department of Education (NDE) recently addressed significant national and state-level educational developments, focusing on potential federal changes and the status of mental health training funds within the state.​

Monitoring National Education Policy Shifts

Recent reports indicate that President Donald Trump is drafting an executive order to dismantle the U.S. Department of Education, aiming to return control of education to the states. However, such a move would require Congressional approval to be fully enacted. ​

NDE Commissioner Brian Maher emphasized that, despite these discussions, the state’s education operations remain unchanged. He noted that most education policies are determined at the local school district level, with the NDE’s role centered on enforcing state and federal laws and managing associated funds. ​

Status of Mental Health Training Funds

The NDE also provided updates on grant allocations for mental health training for school staff. Previously, the Nebraska Legislature allocated nearly $200,000 to support Mental Health First Aid training across five school districts and two educational service units.

However, the State Board of Education recently voted against disbursing these funds, citing concerns about the effectiveness and implementation of the proposed training programs. ​

Commissioner Maher acknowledged the need to balance support for student mental health with the distinct roles of teachers and licensed mental health practitioners.

He is actively engaging with school districts to identify effective support strategies and is considering public input to determine the best course of action. ​

Board Discussions on Mental Health Initiatives

During recent meetings, Board member Kirk Penner, who voted against the funding, highlighted the necessity of clearly defining mental health parameters, establishing sustainable and measurable programs, and ensuring parental involvement.

He emphasized the importance of not overburdening already overwhelmed teachers. ​

Federal Programs and Mental Health Support

At the federal level, initiatives like Project AWARE (Advancing Wellness and Resiliency in Education), administered by the Substance Abuse and Mental Health Services Administration (SAMHSA), aim to enhance mental health awareness and provide training for school personnel.

These programs focus on increasing mental health literacy, removing barriers to care, and ensuring cultural relevance in school programs. ​

NDE’s Commitment to Mental Health Education

The NDE’s Office of Coordinated Student Services has been proactive in offering mental health training through a webinar series in partnership with InMind Services.

These sessions cover topics such as trauma introduction, stress impacts, defiant behaviors, supporting brain change, and bridging the gap between school and home. The target audience includes educators, social workers, counselors, therapists, and others influencing Nebraska students. ​
