Norman Public Schools to Enforce New Electronic Device Policy for 2025–2026 School Year

Starting with the 2025–2026 academic year, Norman Public Schools will roll out Policy 4014, a district-wide rule limiting the use of personal electronic devices during school hours.

This initiative aligns with a recently passed Oklahoma state law aimed at reducing classroom distractions and enhancing student mental health.

Background: State Law Drives Local Policy Change

On June 23, the Norman Board of Education approved the new policy after the Oklahoma Legislature passed Senate Bill 139.

The law, effective July 1, 2025, mandates that all public school districts in the state must restrict student use of personal devices during instructional hours — from the first bell to the last.

What Devices Are Covered Under Policy 4014?

Policy 4014 requires students to power off and keep personal electronic devices out of sight for the entire school day, including lunch periods and passing times.

The policy applies to any personal tech capable of connecting to the internet or a wireless network, such as:

  • Cell phones
  • Smartwatches
  • Earbuds
  • Tablets
  • Other connected devices

Notably, school-issued or school-approved learning devices are exempt from this restriction.

Exceptions: When Device Use is Permitted

Although the policy is strict, some exceptions are allowed, including:

  • Emergency situations
  • Verified medical conditions
  • Approved assistive technologies listed in a student’s IEP, 504 Plan, or medical plan

Any misuse or unauthorized use of devices will be addressed through the district’s existing student code of conduct.

Purpose Behind the Policy

According to Dr. Stephanie Williams, Executive Director of Student Services, the main goal is to enhance student engagement and improve relationships within the school community.

“Restricting personal device use helps students stay attentive, minimizes distractions, and fosters deeper connections with teachers and classmates,” Dr. Williams explained. “We understand this change may be significant for some families, and our goal is to provide clarity, support, and fair implementation.”

District’s Three-Pronged Approach to Implementation

To help students and families adjust to the new rules, Norman Public Schools is introducing a comprehensive three-part support strategy:

1. Clear Policy Guidelines

Establishing straightforward expectations for students, educators, and parents.

2. Educational Outreach

Teaching students about the benefits of limiting device use for better academic performance and well-being.

3. Fair Enforcement

Ensuring uniform, reasonable enforcement of the policy across all school campuses.

Norman Public Schools is taking proactive steps to foster a more focused and connected learning environment through Policy 4014.

By limiting personal electronic device use during school hours, the district hopes to enhance student mental health, academic engagement, and positive social interactions.
