Commerce Department Unveils $1.5M HEAL Grants for Downtown Revitalization

Lieutenant Governor and Secretary of Commerce David Toland has announced that $1.5 million is being released for the sixth round of Historic Economic Asset Lifeline (HEAL) grants.

This program is designed to revitalize deteriorating and underused downtown buildings in small towns across Kansas, giving them new life as economic and cultural hubs.

These grants fill financial gaps for local communities seeking to transform their downtown areas into thriving business districts.

Program Impact Since 2021

Since its inception in 2021, the HEAL program has awarded $7 million to support over 100 projects statewide.

This state investment has attracted $36.7 million in local matching funds, demonstrating strong community support and commitment.

Why HEAL Matters

According to Lt. Governor Toland, many small towns already have structures in place, but most buildings are not move-in ready for businesses.

Restoring them not only preserves historic character but also creates vibrant spaces that support commerce, housing, culture, and entrepreneurship.

The program helps communities convert downtown properties into spaces for:

  • New or expanding businesses
  • Residential housing
  • Arts and cultural centers
  • Civic and community engagement activities
  • Childcare services
  • Entrepreneurial initiatives

Eligibility and Requirements

To qualify, projects must:

  • Demonstrate economic potential for the community.
  • Provide proof of 1:1 matching funds from building owners.
  • Guarantee that the property will be occupied once the project ends.

Communities that received HEAL funding in Fall 2024 or Spring 2025 are not eligible for this round.

Application Timeline

  • Application Window: October 1 – December 31, 2025
  • Award Notification: March 2026

  • Webinar: A virtual information session will be held on Monday, October 6, at 3:00 p.m. Registration is required to attend, and participants will receive a Zoom link upon completion.
  • Office Hours (Q&A): Hosted by the Office of Rural Prosperity from 10:00 – 11:00 a.m. on October 16, November 13, and December 11, 2025.

The HEAL grant program continues to play a vital role in reviving Kansas downtowns by restoring unused buildings and making them centers of commerce, culture, and community life.

With $1.5 million now available, eligible towns have a new opportunity to strengthen their economies and preserve their historic character.
