Background

In December 2024, the Emporia City Commission authorized Mayor Erren Harter to send a letter to the RDA Chair, requesting an immediate reorganization of the RDA Board to include majority representation appointed by the city.

The letter emphasized that the city provides 100% of the RDA’s funding through taxpayer dollars, yet holds only two of the seven board seats. The commission set a response deadline of January 21, 2025, indicating that failure to comply could result in the termination of city funding for the RDA.

RDA’s Response and Proposal

On January 10, 2025, the RDA Board convened to discuss the city’s request. During this meeting, the board proposed extending the deadline to April 1, 2025, allowing time for the Economic Development Advancement Committee to study potential changes to RDA operations.
