A shocking illegal dental practice operating out of a Tulsa apartment was uncovered following a patient complaint to a licensed dentist.

The investigation led to the arrest of Carol Gutierrez Herrera and her husband, who were performing unauthorized dental procedures and administering drugs to unsuspecting individuals—more than 40 patients are believed to have been treated under unsafe conditions.

Undercover Operation Leads to Arrest

After the Oklahoma Bureau of Narcotics (OBN) received the tip, an undercover agent posed as a patient to confirm the operation. Their findings prompted a joint sting carried out by the OBN, the Oklahoma Board of Dentistry, and Homeland Security.

The agents executed a search warrant, forcibly entering the apartment where they found a dental chair, various instruments, and illegal drugs.

Oklahoma’s Legal Authority on Dental Fraud

Oklahoma is one of only four states where the State Board of Dentistry has the legal authority to prosecute fraudulent practitioners. Susan Rogers, executive director of the Board, confirmed that at least 40 patients are known to have received treatment from Herrera’s illegal setup.

Unsanitary conditions, no medical history, and unknown substances being administered—this kind of situation puts lives at serious risk,” Rogers emphasized.

She also warned that the medications used could have originated outside the U.S., making them especially dangerous and unregulated.

Criminal Charges Stack Up

Herrera and her husband now face multiple charges, including:

  • Practicing dentistry without a license
  • Possession of a firearm during the commission of a felony
  • Obstruction of justice

Additionally, Herrera, who is reportedly in the U.S. illegally, is charged with possession of a firearm while undocumented.

Donnie Anderson, OBN Director, responded firmly to public concerns:

“Performing medical procedures and administering drugs in this way is reckless and life-threatening. It’s an unacceptable risk to vulnerable individuals.”

This case highlights the severe public health risks associated with unlicensed medical procedures. While cost concerns remain a barrier to proper dental care, turning to unauthorized providers can lead to unsafe treatment, legal complications, and even life-threatening consequences.

Oklahoma authorities are now urging residents to report any suspicious activity and seek care only from licensed professionals.
