WICHITA, Kan. — Due to the ongoing government shutdown, the Supplemental Nutrition Assistance Program (SNAP) benefits for November will not be distributed to Kansans, as announced by the Kansas Department for Children and Families.
This follows directives from the United States Department of Agriculture (USDA), which instructed states to suspend the issuance of benefits for November until federal funding is restored.
Suspension of SNAP Disbursements
The USDA’s decision means that no new SNAP food assistance will be loaded onto EBT cards in Kansas after October 31, 2025, until federal resources become available.
The Kansas Department for Children and Families confirmed this in its news release, noting the stop in benefit issuance directly results from the funding gap.
Legal Challenge and Court Order
Governor Laura Kelly, joined by 25 states, filed a lawsuit against the USDA to force access to emergency funds. A federal court has mandated the USDA to formulate a funding plan by November 3, 2025, in order to facilitate distribution of SNAP benefits.
Governor Kelly stated that the court’s ruling clearly identifies the Trump Administration’s attempt to withhold benefits as illegal, impacting nearly 188,000 Kansans.
She emphasized that the federal government holds both legal and ethical obligations to continue funding the program so that Kansas families can still afford their food needs.
Although the court order is a positive development, Governor Kelly urged the USDA to act immediately to comply and prevent approximately 42 million Americans from facing hunger due to the suspension of benefits.
The interruption of SNAP benefit distribution in Kansas underscores the profound impact of federal funding delays on vulnerable populations.
With the USDA now legally required to devise a funding plan by November 3, the focus shifts to timely implementation — ensuring thousands of families do not face hardship.
