Stillwater Man Indicted on Federal Charges for Child Pornography and Sexual Abuse

OKLAHOMA CITY – A federal Grand Jury has indicted Lee Grant Clark, a 78-year-old resident of Stillwater, Oklahoma, on multiple charges including two counts of producing child pornography, one count of receiving child pornography, one count of possessing child pornography, and one count of aggravated sexual abuse, as announced by U.S. Attorney Robert J. Troester on July 1, 2025.

Background of the Investigation

The case against Clark originated in October 2024, when the FBI began investigating a computer user involved in requesting child sexual abuse material (CSAM) through a file-sharing platform. Tracing the IP address used to access this material led agents to Clark’s residence in Stillwater.

Further collaboration with the Stillwater Police Department revealed a previous report alleging that Clark had sexually abused two minors around 2004.

Based on the investigation, the five-count indictment alleges that Clark created CSAM on at least two separate occasions and sexually abused children under 12 years old.

Ongoing Search for Victims

The FBI is actively seeking additional victims who may have been harmed by Clark. Individuals with relevant information are encouraged to contact the agency at LGC-Victims@fbi.gov.

Legal Consequences

If convicted on all charges, Clark could face a life sentence in federal prison, in addition to monetary fines of up to $250,000 per count.

It’s important to note that these are only allegations at this stage, and Clark is presumed innocent unless proven guilty beyond a reasonable doubt in a court of law.

Investigating Agencies and Legal Oversight

This federal case is the result of a joint investigation led by the FBI’s Oklahoma City Field Office (Stillwater Resident Agency) and the Stillwater Police Department. The prosecution is being handled by Assistant U.S. Attorney Jordan Ganz.

Tied to Project Safe Childhood Initiative

The case is part of the Department of Justice’s Project Safe Childhood (PSC) — a national program focused on combating child sexual exploitation and abuse.

PSC brings together federal, state, and local law enforcement agencies to more effectively track, arrest, and prosecute offenders, as well as to identify and protect victims of online exploitation.

The indictment of Lee Grant Clark underscores the federal government’s commitment to protecting children from sexual predators and ensuring that perpetrators of such serious crimes are held accountable.

Authorities urge anyone with information related to the case to come forward, as the investigation may extend further.
