Interim CEO Paul Timmons of the Oklahoma County Detention Center is openly acknowledging the persistent systemic challenges plaguing the facility.

Timmons emphasized that while improvements won’t happen overnight, steps are being taken to address the issues. “We’re heading in the right direction,” he stated, while also admitting the process has encountered setbacks.

Grave Issues: Inmate Deaths and Staffing Gaps

So far in 2025, seven inmate deaths have occurred, adding urgency to the facility’s reform efforts. Timmons addressed the seriousness of these incidents, noting, “The deaths are really unfortunate… I probably take them more seriously than most people realize.”

To combat recruitment challenges, the jail is actively seeking new hires to help stabilize operations and build a better working environment.

History of the Jail Trust and Need for Review

The jail trust, which assumed control from the Oklahoma County Sheriff’s Office in 2020, has faced growing criticism regarding its leadership effectiveness. Many argue the problems under trust management mirror those seen under prior leadership.

Although voters approved a $260 million bond in 2022 for a new facility, funding gaps remain. Timmons expressed hope for relocating operations to the planned site once full financing is secured.

Chairman Calls for a Performance Review

Steven Buck, the new Jail Trust Chairman, has not indicated plans to dissolve the trust. However, he stressed the need for a thorough performance review of the trust’s operations over the past five years.

“This five-year milestone is the right time to evaluate the status quo,” Buck said. “My hope is that this conversation results in a structured review process with clear timelines.”

Buck’s comments suggest the upcoming meeting could set the stage for potential changes in leadership or operational strategy.
