A new federal report has raised serious concerns about patient safety at Larned State Hospital after a patient reported that she was raped by a staff member in October 2025.
The suspect, 61-year-old Kayode Ogunba, had been working at the hospital in a temporary role as a mental health developmental disability technician. While the report does not directly name him, it identifies the position of the staff member involved.
Ogunba was later charged with one count of rape in February. He is currently being held in California on similar charges, with his next court appearance scheduled for Aug. 13.
Patient Reported Assault In Early Morning Hours
According to the Department of Health and Human Services report, the patient said she was raped by a male staff member during the early morning hours of Oct. 8, 2025.
Surveillance video reviewed in the report showed the staff member entering the patient’s room between 2:16 a.m. and 2:27 a.m.
Former hospital employee Taquoya Thompson, who said she was working that night, described seeing the patient afterward. Thompson said the woman was crying and visibly upset while walking down the hall.
Thompson said she reported the allegation to another worker.
Report Says Staffer Remained Unsupervised
The report also criticized the hospital’s response after the allegation was made.
According to the findings, Ogunba remained in areas connected to patient care corridors for about 15 minutes without direct supervision after the report. The review found that the hospital failed to ensure the safety of all patients by allowing him to remain unsupervised during that period.
More than an hour after he first entered the patient’s room, he was escorted out of the hospital.
A staff member later told investigators that Ogunba admitted sexual conduct and asked what would happen next.
Agency Says Law Enforcement Was Contacted
The Kansas Department for Aging and Disability Services said once hospital officials became aware of the allegation, they contacted law enforcement, removed Ogunba from the hospital and ended the contract connected to his employment.
KDADS also said state hospital workers undergo background checks, including criminal history reviews, and that no irregularities were found in this case.
The agency said a federal survey was conducted after the incident and that a corrective action plan was created and is being implemented.
Prior Allegation Raised Concerns
The report also described an earlier allegation involving the same staff member.
Two months before the October incident, in August, another patient reported inappropriate touching by a male staffer identified as the same person. The report said he was moved to another unit but was still allowed to provide patient care while the matter was under investigation.
A commissioner cited in the report said employees accused of abuse should not be allowed to provide patient care during an investigation.
The report found that the hospital failed to take adequate corrective action to protect patients.
